The Companion Animal Protection Act (CAPA)

 

In 2011, CAPA i.e. Hope's Law was filed in Texas as HB3450  Click here to find out more.

 

In 2011, a version of CAPA was filed in:

New York

Texas

Rhode Island

Minnesota

Florida 

 

In 2010, Delaware passed a version of CAPA

 

In the 1990's, a version of CAPA was passed in California called Hayden's Law.

 

MANDATORY SPAY/NEUTER LAWS  

 

When Mandatory Spay/Neuter laws have been passed in other communities, those communities have seen an increase in intakes in shelters.   This has resulted in an INCREASE in shelter kill rates.
