In 2005, then mayor Bill White commissioned a Task Force report regarding Houston's 5 kill shelters and their high kill rates.   The report contained suggestions regarding how to drop the kill rate in Houston.  Sadly, very few of the suggestions were ever acted upon by the City of Houston.
